The Arizona Promise Program is a guaranteed scholarship program for eligible Arizona residents that ensures all tuition and fees are covered at Arizona’s public universities. The Arizona Promise Program covers tuition and fees for qualifying low-income Arizona students with federal Pell Grants.
Award amount
The award amount is up to the actual cost of in-state tuition, mandatory fees and program fees after other financial aid. Students are eligible for Promise funding for up to eight academic semesters.
Tuition and fees covered
Qualifying students are guaranteed their tuition, mandatory fees and program fees will be fully covered at Arizona State University, Northern Arizona University or the University of Arizona. Housing, meal plans, parking or books are not covered.

Who is eligible for the Arizona Promise Program?
Minimum GPA
Students must be an Arizona resident and graduate from an Arizona high school with a minimum 2.5 GPA.
Complete and submit the FAFSA
Students must complete and submit the Free Application for Federal Student Aid (FAFSA) by April 1 of senior year of high school and qualify for ANY federal Pell Grant; timely complete the FAFSA application each year for renewal.
Admitted and enrolled
Students must be admitted and enroll as a first-time, full-time, on-campus degree seeking student at Arizona State University, Northern Arizona University or the University of Arizona in the fall semester immediately following high school graduation. (Some gaps in enrollment, such as for military service, may be allowed. Please check with the universities.)
Arizona Promise Program FAQs
After submitting a university admission application and the FAFSA, there is no separate application needed for the Arizona Promise Program. Eligible students automatically receive funding through the program, ensuring the cost of in-state tuition, and mandatory and program fees are covered.

There is no specific age limit. The program is available for students who enroll at an Arizona public university in the semester immediately following graduation from an Arizona high school.
